The appraisal report indicates that the Overall Condition Rating is C1. However, (the New Construction indicator indicates a No), (Year Built of [PropertyStructureBuiltYear] indicates over 12 months), (Exterior Condition Rating indicates [ExteriorConditionRatingCode]) , and (Interior Condition Rating indicates [InteriorConditionRatingCode]) which does not support Freddie Mac's definition of a C1. FRE50001 is a Freddie Mac proprietary finding (Report Inconsistencies). It is returned by Loan Collateral Advisor®/UCDP® after your lender submits — this layer is explicitly outside the GSE UAD Compliance API, so your form software's built-in check does not run it. The first time most appraisers see it is in a revision request.
