The impact to value / marketability must be provided when the subject property is in a hazard zone.

Fatal — a single unresolved Fatal makes the entire submission come back NOT SUCCESSFUL (UCDP Hard Stop 401).

What triggers UAD1375

The published rule logic, verbatim:

If HazardZoneType <> "None" for @ValuationUseType = "SubjectProperty", and (ValueMarketabilityImpactType is not provided in the instance of VALUATION_COMMENTARY with ValuationAnalysisCategoryType = "HazardZones" or there is no instance of VALUATION_COMMENTARY with ValuationAnalysisCategoryType = "HazardZones")

How to fix it

On the URAR, this lives at: Site → Site Features and Impact to Value / Marketability → Impact. Complete or correct that field in your form software, regenerate the package, and re-check before submission.

Because this is a Fatal edit, do not submit until it is resolved — one Fatal bounces the whole package.
