If ImprovementType = "Dwelling", and ConstructionMethodType = "Modular" or "OnFrameModular", and FactoryBuiltCertificationExaminedIndicator is not provided in a given instance of STRUCTURE_DETAIL

On the URAR, this lives at: Dwelling Exterior → Factory Built Certification. Complete or correct that field in your form software, regenerate the package, and re-check before submission.
