Fatal — a single unresolved Fatal makes the entire submission come back NOT SUCCESSFUL (UCDP Hard Stop 401).
What triggers SYS9001
The XML inside your package is not well-formed or not readable at the position UCDP reports (the message includes the line and character). This usually means the file was corrupted after export, hand-edited, or truncated during upload — form software almost never emits malformed XML on its own.
How to fix it
Re-export the submission package from your form software and submit the fresh ZIP without opening or editing the XML. If it recurs, the export itself is failing — capture the line/position from the message and send it to your software vendor's support.
