Invalid Appraisal Report PDF File.
Fatal — a single unresolved Fatal makes the entire submission come back NOT SUCCESSFUL (UCDP Hard Stop 401).
What triggers SYS9007
The file with a .pdf name is not actually a valid PDF (wrong file renamed, zero-byte file, or corrupted output).
How to fix it
Open the PDF from inside the ZIP and confirm it renders. If not, re-export the package; if the export is producing a bad PDF, that's a form-software support case.
